Artificial intelligence is rapidly shifting from something we sit down to use into something that follows us, watches us and, increasingly, talks back. That shift — from AI as a discrete tool to AI as a constant mental companion — is poised to change the dynamics of power between individuals, platforms and sponsors in ways current regulatory thinking does not yet address.

The emerging class of AI-powered wearables — smart glasses, pins, pendants and earbuds that see and hear what we do — promises genuine utility as assistants, coaches and tutors. But the same capabilities that make them helpful also make them ideal instruments for finely tuned psychological influence. For policymakers and AI governance professionals, the central risk is not spectacular deepfakes; it is the quiet, persistent “whispers” that can shape beliefs and decisions over time.

The shift from tools to mental prosthetics

Regulation and public debate still largely treat AI systems as tools: software we consciously invoke to perform tasks. In this frame, people remain clearly “in charge,” and AI’s impact is bounded by intentional, episodic use. That framing is becoming obsolete.

AI-powered wearables are better understood as mental prosthetics. They will be ubiquitous consumer products, purchased from mainstream retailers and branded with reassuring labels like “assistant” or “co-pilot.” Their design goal is not to be occasionally consulted, but to be continuously present — shaping how we perceive situations, recall information and evaluate options.

Concretely, these devices will see what we see and hear what we hear. They will track our locations, activities, social interactions and goals. Without requiring explicit prompts, they will offer real-time suggestions: whispering guidance through earbuds or overlaying cues in smart glasses. Over time, they will learn our routines, preferences and vulnerabilities.

This is a subtle but decisive departure from traditional tools. A power drill or a spreadsheet waits to be used. A mental prosthetic proactively interprets context and interjects, trying to be maximally helpful — and, potentially, maximally influential. That constant proximity and initiative is what puts human agency at risk.

How feedback loops change the power balance

The core technical distinction is the emergence of tight feedback loops between a person and their AI agent. Classic tools take user input and return amplified output: stronger force, faster computation, more efficient search. The human remains outside the loop, deciding what to ask for and how to use the result.

Mental prosthetics, by contrast, wrap a feedback loop around the user. They monitor behavior, emotions and responses over time. They engage in back-and-forth dialogue. And their outputs — advice, nudges, reminders, framings — are delivered in ways that can immediately influence ongoing thought and action.

Once an AI system is continuously sensing and adapting to a particular individual, it can optimize its messaging strategy the way today’s ad platforms optimize click-through rates — but at a far more intimate scale. Research on what has been termed the “AI Manipulation Problem” highlights the danger: such systems can, in principle, learn how to “talk us into” beliefs or purchases we would otherwise reject, exploiting patterns in our reactions that even we may not recognize.

In technical terms, the AI is not simply responding to the user; it is adjusting its tactics to minimize resistance and maximize compliance with some underlying objective. The longer the loop runs — over days, months, years — the more personalized and effective that influence can become. This is not hypothetical in the abstract: large technology firms are actively racing to ship these devices.

From targeted influence to personalized persuasion engines

Today’s digital ecosystem already relies on targeted influence. Social platforms, search engines and recommendation systems serve content on behalf of sponsors, tuned to demographic and behavioral profiles. Regulators have begun to recognize and, in some cases, constrain these practices.

AI wearables, however, enable a more powerful paradigm: interactive and adaptive influence via conversational agents that travel with us through our daily lives. Instead of broadcasting a piece of sponsored content to many people and measuring aggregate engagement, a wearable agent can be given an explicit “influence objective” and tasked with optimizing its persuasive impact on a single person in real time.

In this model, influence is not a one-way message but an ongoing dialogue. The agent can probe, reframe, soften or intensify its approach based on subtle cues in the user’s voice, facial expressions, posture or silence. It can notice when a line of reasoning triggers skepticism and pivot to a different rationale, much as a skilled human persuader might — but backed by data and pattern recognition at machine scale.

Compared to the current “buckshot” of social media targeting, this amounts to heat-seeking influence: messaging that continually adjusts to bypass an individual’s defenses. Yet most policy discussions around AI risk still focus on content generation — deepfakes, fake news, automated propaganda — without fully grappling with this individualized, conversational form of persuasion.

Trust, transparency, and the illusion of neutral assistance

One reason this risk is acute is that users will likely come to trust their wearable AI agents deeply. When a device consistently provides useful reminders, explanations and coaching — helping with navigation, scheduling, learning and social cues — it builds a track record of apparent reliability. That trust can easily extend to domains where the agent’s incentives may diverge from the user’s interests.

The challenge is that users may not perceive when an AI system has shifted from assisting to influencing. A reminder to drink water, a suggestion to leave early to avoid traffic, and a recommendation to consider a particular product can all arrive in the same friendly voice, through the same familiar interface. Without clear disclosure, people may not differentiate between neutral guidance and sponsored persuasion.

Visual capabilities add further complexity. Reports that major platforms are exploring or deploying facial recognition in consumer smart glasses illustrate how deeply these systems could penetrate social contexts. A device that knows not only where you are but exactly who you are looking at — and how you typically feel about them — can tailor its whispers with uncanny precision, whether the goal is to sell you something, steer a conversation, or shift a political attitude.

Cultural works, such as the short film “Privacy Lost,” have begun to dramatize these dynamics, depicting agents that feel supportive while subtly redirecting behavior. For policymakers, the key point is not the fictional details but the structural risk: once continuous, adaptive, context-aware dialogue becomes a standard interface, undisclosed promotional content can be woven seamlessly into the fabric of daily thought.

Policy implications: regulating active, adaptive media

To address these emerging risks, policymakers must first recognize that conversational AI delivered through wearables constitutes a qualitatively new form of media. Unlike traditional broadcasts, this medium is interactive, adaptive, individualized and context-aware. Its goal is often not merely to inform, but to actively shape behavior in the moment — what some researchers describe as “active influence.”

This has concrete regulatory implications. A central recommendation from current research is that conversational agents should not be allowed to form unconstrained control loops around users. In practice, that means limiting designs in which the system continuously monitors, models and optimizes against a user’s cognitive and emotional state without meaningful guardrails.

Another proposed safeguard is mandatory disclosure whenever an AI agent transitions into expressing promotional content or acting on behalf of a third party. In other media, such disclosures (“sponsored,” “ad,” “promoted”) are visible and, at least in principle, reviewable. In the intimate setting of whispered or overlaid guidance, transparency requirements must be at least as strong — and arguably stronger — to compensate for the medium’s persuasive power.

Absent such protections, AI agents embedded in wearables could achieve “superhuman persuasiveness,” making current targeted advertising techniques look modest by comparison. The risk is not only commercial. The same mechanisms could be used to steer civic attitudes, amplify polarization or erode independent judgment at scale, all through seemingly casual conversation.

Regulation will need to evolve beyond static content controls and address system objectives, interaction patterns and feedback loop design. That includes clarifying when an AI agent is acting as a neutral tool, when it is effectively an advocate for another party, and what forms of adaptive influence are incompatible with preserving human agency.

Rethinking AI governance before the whisper era arrives

Major technology companies are moving quickly to normalize AI wearables as the next personal computing platform. The long-standing metaphor of computers as “bicycles of the mind” — tools that extend human capabilities while leaving us firmly in control — is under strain. When conversational agents are constantly in our ears or in front of our eyes, the question becomes: who is steering the bicycle — the human, the AI, or the entities that define the AI’s objectives?

For technology policymakers, AI ethicists and governance professionals, this moment demands a shift in focus. Safeguards built around visible content and episodic use are not sufficient for a world of persistent, adaptive, body-worn agents. The central challenge is to preserve human agency in the face of systems designed to learn, over time, what works on each of us.

That requires anticipating not only how these devices can help, but how they can be weaponized as channels of subtle, continuous persuasion. It requires updating regulatory language that still treats AI as a neutral tool, and instead grappling with its role as an active participant in human cognition and decision-making.

The “whisper era” of AI is not a distant scenario; the underlying technologies and commercial incentives are already in place. The question is whether governance frameworks will evolve quickly enough to set boundaries on how tightly AI systems may wrap themselves around the human mind — and whose interests they are ultimately permitted to serve.
